"Prof. Alan Duncan is currently Dean at the School of Business. Prior to joining UPEI, where he taught in the Accounting and Finance fields, Alan had over 25 years of international executive experience in the financial services industry. After 18 years with Fidelity Investments as primarily a CFO/COO in Bermuda, Australia, Luxembourg and Canada, he headed the Operations area for INVESCO pensions in the United Kingdom. Immediately prior to joining academia, Alan was the Executive Director- Operations for the Pension Protection Fund in the UK responsible for setting up and delivering pension security to members of underfunded schemes whose employers had entered bankruptcy. Given this background his research and academic interests are in the Pensions field, and in management reporting. He is a New Zealand qualified Chartered Accountant "

I have been applying my experience and background to act as an advocate on a number of issues. As a result of this activity I have created a number of papers and submissions from which I will allow me to draw articles that may be submitted to industry and professional magazines.

Financial Literacy

A key area of concern within society and of specific concern within the educational system. Specifically I have

  • prepared and submitted a submission to the Task force on financial literacy that has been convened by the Federal Government and is chaired by Donald Stewart C.E.O. of Sun Life Financial (see website http://www.financialliteracyincanada.com/eng/index.php).
  • Presented in person to this task Force in April 2010.
  • Presented lectures on Personal Finance to Co-op students,
  • Presented sessions  for the Resident Students association,
  • Conducted an afternoon program for the Professional Administrators Society

Pension issues

Pensions are key issue impacting the lives of millions and threatening the financial security of Governments and companies. Leveraging my experience in this field, I have:

·         Presented to the Federal Finance minister on the security of the Canadian pension system in April 2010 as part of the Federal Governments commission on this issue at a town hall meeting. My presentation was broadcast on the CBC the next morning. (http://www.fin.gc.ca/activty/consult/retirement-eng.asp).

·         Submitted a detailed paper to the Treasurer’s office expanding on the points that were made at the town hall meeting.

·         Consulted with the Provincial Treasurer (Hon. W Sheridan), providing him with background and briefing notes for meetings regarding pension issues

·         Currently in the process of preparing a consultation submission on the proposed PEI Pension legislation that is scheduled to be introduced into the House in the Spring 2011 session.

·         Was a guest on the CBC morning radio show discussing pension liabilities,

·         Was recommended as a the School of Business representative panellist on an Eastlink TV program discussing the pension crisis and possible outcomes.

Rural Land Transfer

I have been partnering with Prof. Tim Carroll in preparing and presenting a proposal to set up a program that will facilitate the transfer of, and provide the ability for PEI residents to invest in, rural land. This proposal has been presented to Government, at both Ministerial and Departmental levels. It has engendered significant interest and we are now seeking funds to carry out a full scale evaluation of its feasibility and looking towards an implementation strategy.
